This bill amends Minnesota Statutes 2024, section 136A.1465, to limit the eligibility conditions for the North Star Promise scholarship to students enrolled in programs in high-demand industries and occupations. The bill introduces a new subdivision (2a) that specifies eligibility is restricted to students pursuing programs of study identified as in-demand based on employment data from the Department of Employment and Economic Development. The office responsible for administering the scholarship will determine which industries and occupations are in demand, reviewing this list at least every three years to ensure it reflects current labor market data. Additionally, the office will approve programs of study that lead to employment in these in-demand fields.
The bill also modifies the reporting requirements for the commissioner of higher education, mandating a preliminary report by September 1, 2025, and annual reports starting February 15, 2026. The reports will include a list of currently eligible programs of study under the new subdivision, as well as data on the number of eligible students who received scholarships, average award amounts, demographic information, retention rates, and graduation statistics. The act will take effect the day after final enactment and will apply to scholarship awards beginning in the fall term of the 2026-2027 academic year.
