This bill appropriates $250,000 for fiscal years 2026 and 2027 from the general fund to the commissioner of employment and economic development for a grant to 7 Stars Ranch. The purpose of the grant is to provide equine-experiential mental health therapy specifically for first responders who are experiencing trauma and post-traumatic stress disorder (PTSD) related to their jobs. The bill defines "first responders" to include active or retired peace officers, full-time and volunteer firefighters, ambulance service personnel, 911 telecommunicators, and correctional officers.

Additionally, the bill mandates that 7 Stars Ranch submit a report to the commissioner and relevant legislative committees detailing the therapy program's budget, expenditures, the number of first responders served, and the services and benefits provided to participants. An initial report is required by January 15, 2026, with a final report due by January 15, 2028.
