This bill authorizes local health departments in Minnesota to obtain and distribute vaccines and predosed forms of epinephrine under specific conditions. It amends Minnesota Statutes 2024, section 145A.04, by adding two new subdivisions. The first subdivision allows local health departments to acquire predosed epinephrine, which is defined as a single-use device approved by the FDA for administering epinephrine to prevent life-threatening allergic reactions. It stipulates that the administration of this epinephrine is not considered the practice of medicine and requires the commissioner of health to provide a standing order and training resources for local health departments.

The second subdivision permits local health departments to obtain and possess various vaccines, including those required for school enrollment and other vaccines as determined by the department. It allows qualified nursing professionals employed by or contracted with the local health department to administer these vaccines according to established protocols. Similar to the epinephrine provision, the commissioner of health is tasked with providing a standing order for the distribution of these vaccines upon request from community health boards.
