This bill proposes the establishment of a comprehensive test and professional licensure preparation program in Minnesota, to be administered by the commissioner at no cost to students at public higher education institutions and dislocated workers. Additionally, the commissioner is required to procure a vendor to provide these services and may prioritize recipients of state grants if funding is insufficient.

The bill also mandates annual reporting by the commissioner to legislative committees on the program's effectiveness, including metrics on student recruitment, retention, and post-graduation outcomes. To support the implementation of this program, the bill appropriates $5 million for both fiscal years 2026 and 2027 from the workforce development fund.
