The proposed bill establishes a new program called "Prepare Minnesota," which aims to provide comprehensive test and professional licensure preparation services at no cost to students attending public higher education institutions and dislocated workers in Minnesota. The program, to be administered by the commissioner, will offer preparation for various standardized tests, including the Medical College Admission Test, Law School Admission Test, and Graduate Record Examination, as well as professional exams in fields such as nursing, teaching, and law. The commissioner is also tasked with procuring a vendor to deliver these services and may prioritize recipients of state grants if funding is insufficient.

Additionally, the bill mandates annual reporting by the commissioner to legislative committees on the program's effectiveness, including metrics on student recruitment, retention, and post-graduation outcomes. The bill appropriates $5 million for each of the fiscal years 2026 and 2027 from the workforce development fund to support the establishment and administration of this program.
