This bill amends Minnesota Statutes 2024, section 342.515, to increase the plant canopy that a medical cannabis combination business may use for cultivation from 60,000 square feet to 90,000 square feet. It allows these businesses to manufacture and transport medical cannabis and cannabinoid products to various entities, including other cannabis businesses and registered patients. Additionally, the bill introduces new requirements for businesses to demonstrate a legitimate market need for additional cannabis production and compliance with licensing commitments to qualify for an increase in their cultivation area.

Furthermore, the bill repeals subdivision 3 of section 342.515, which previously allowed the office to establish limits on cannabis manufacturing based on the area of plant canopy authorized for cultivation. The amendments also clarify that a medical cannabis combination business must provide a reliable supply of medical cannabis to the registry program and comply with relevant operational requirements. All changes in the bill are effective the day following final enactment.
