The bill proposes the appropriation of $14,000,000 from the bond proceeds fund to the commissioner of natural resources for the acquisition of property and easements, as well as the predesign and design of a new bike trail connecting the cities of Harmony and Caledonia. The trail will follow marked Trunk Highway 44 and U.S. Highway 52, passing through the cities of Canton, Mabel, and Spring Grove. This funding is designated for Phase 1 of the project, and any unspent funds after the project's completion can be redirected towards engineering and construction of the bike trail.
Additionally, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the amount of $14,000,000 to finance the appropriated funds. The bond issuance will be conducted in accordance with the relevant Minnesota Statutes and the state constitution. The provisions of this bill will take effect the day after it is enacted.
