This bill aims to protect access to culturally inclusive learning environments in Minnesota schools by establishing new regulations under Minnesota Statutes, chapter 121A. It prohibits school districts from banning, removing, or restricting culturally relevant resources and displays based solely on the viewpoints or messages they convey. The bill defines "culturally relevant resources" as noncurricular materials that reflect the diversity of student and community cultures. It also clarifies the roles of school boards and districts in managing these resources.
Additionally, the bill outlines limitations on the authority of school boards, allowing them to decline to purchase or display materials for practical reasons, legitimate pedagogical concerns, or compliance with state or federal law. It ensures that the rights of parents, guardians, and adult students to review instructional materials remain intact. Furthermore, the bill prohibits discrimination against employees who comply with these regulations. The provisions of this bill are set to take effect on July 1, 2025.
