This bill mandates a reduction in appropriations for state agencies for positions that remain unfilled for at least 180 days. Specifically, it requires that the general fund and nongeneral fund appropriations for agency operations for the biennium ending June 30, 2025, be reduced by the amount saved in salary and benefits for any unfilled positions posted during fiscal years 2023, 2024, and 2025. The bill exempts positions that require law enforcement training or are classified as public safety positions. Additionally, these reductions must be reflected in the agency's base budgets for the following fiscal years, 2026 and 2027.

Furthermore, the bill establishes a reporting requirement whereby the commissioner of management and budget must provide a report to the finance committees of both the Senate and the House of Representatives detailing the spending reductions for each agency. The provisions of this bill will take effect the day after it is enacted.
