This bill modifies the requirements for publishing public notices by local governments in Minnesota. It amends Minnesota Statutes 2024, section 331A.10, subdivision 2, to include new procedures for when the publication of a public notice is discontinued. Specifically, it establishes that if a public notice publication is required by court order or by law, and the publication is not completed, certain procedures must be followed. The bill also removes the previous requirement for a court order in the first instance for designating another newspaper.

Additionally, the bill introduces provisions for situations where no qualified newspaper is available for publication after a newspaper's discontinuance. In such cases, the political subdivision is required to post the public notice on its website and on the Minnesota Newspaper Association's statewide public notice website at no extra cost. This change aims to ensure that public notices remain accessible to the public even when traditional newspaper publication is not an option. The new provisions will take effect the day following final enactment.
