This bill amends Minnesota Statutes 2024, section 120B.215, subdivision 1, to require the inclusion of overdose prevention education in model programs aimed at educating middle and high school students about the health effects of cannabis and substance use. The commissioner of education, in collaboration with health and human services commissioners and other experts, will identify and publish a list of model programs by June 1, 2025. These programs must be medically accurate, age-appropriate, culturally inclusive, and scientifically grounded, covering various topics including the health effects of substance use, signs of substance use disorders, treatment options, and healthy coping strategies.

The bill specifically adds a new requirement for these educational programs to address overdose recognition, prevention, and response, which is a critical aspect of substance use education. Additionally, it removes the previous requirement for healthy coping strategies to be the final point of focus, thereby expanding the scope of the educational content provided to students. The effective date of this amendment is the day following its final enactment.
