The bill proposes an appropriation of $36,500,000 from the bond proceeds fund to the commissioner of public safety for a grant to the city of Winona. This funding is designated for the acquisition of real property and the predesign, design, construction, furnishing, and equipping of a regional public safety center that will house police, fire, and sheriff departments, and may also serve the local ambulance departments.
