This bill amends Minnesota Statutes 2024, section 124D.81, subdivision 2b, by removing the requirement for the American Indian Parent Advisory Committee to concur for a school district to receive American Indian education aid. Specifically, the language that previously mandated the committee's concurrence has been deleted, allowing districts greater flexibility in managing their American Indian education funds.

Under the revised statute, if a school district or Tribal contract school does not fully expend its American Indian education aid in a designated fiscal year, it can carry forward and use up to half of the remaining funds in the following fiscal year without facing an aid reduction, provided they adhere to certain conditions. These conditions include following the approved plan, ensuring the advisory committee is aware of the carry forward, using the funds in accordance with existing regulations, and reporting to the Department of Education by April 1.
