This bill appropriates $10,000,000 from the bond proceeds fund to the Public Facilities Authority for a grant to the city of Monticello. The funds are designated for the design, engineering, construction, furnishing, and equipping of a water treatment facility, along with the necessary water utility infrastructure. This appropriation is in addition to a previous allocation made in Laws 2023, chapter 72, article 1, section 23, subdivision 18.

To finance this appropriation, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the amount of $10,000,000, following the procedures outlined in Minnesota Statutes and the Minnesota Constitution. The effective date of this section is set for the day following its final enactment.
