The bill proposes the establishment of the "Change Starts With Community Violence Prevention Program" aimed at providing job training and mentorship for at-risk youth and adults, particularly those who are Black, Indigenous, and People of Color, in North Minneapolis. The program will develop year-round job training initiatives and create on-site job opportunities at the Shiloh Cares Food Shelf - Northside Community Safety Resource Center. Additionally, the program will partner with the Cargill Foundation to facilitate educational career exposure field trips and promote community engagement.

To support this initiative, the bill appropriates $1,000,000 for fiscal years 2026 and 2027 from the workforce development fund to the commissioner of employment and economic development for the grant. The funds will be utilized to enhance the program's workforce development efforts, including the addition of various job positions. Furthermore, starting in 2025, the program is required to submit annual reports detailing the use of grant funds, program outcomes, and the impact on the targeted population, ensuring accountability and transparency in its operations.
