This bill appropriates $35,000,000 from the bond proceeds account in the trunk highway fund to the Minnesota Department of Transportation for the conversion of marked U.S. Highway 10 into a freeway in Sherburne County. The funds will be used for design, engineering, environmental analysis, land acquisition, and construction related to this project, specifically for Phase 1, which includes the construction of an interchange at U.S. Highway 10 and Sherburne County State-Aid Highway 8, as well as other improvements in the vicinity. Any unspent funds from this appropriation will be available for future trunk highway improvements in Phase 2 of the project.
To finance this appropriation, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the amount of $35,000,000. The proceeds from these bonds, excluding accrued interest and any premiums from the sale, will be deposited into the bond proceeds account in the trunk highway fund. The bill also specifies that it will take effect the day after it is enacted.
