This bill proposes the establishment of a gross revenues tax on entities that manufacture and sell products containing perfluoroalkyl and polyfluoroalkyl substances (PFAS) in Minnesota. The tax will be set at 50 percent of gross revenue for both manufacturers and retailers with a nexus in the state. Additionally, the bill mandates that those subject to the tax submit monthly informational reports to the commissioner of revenue, although no tax payment is required with these reports. The revenues generated from this tax will be deposited into the general fund, and the bill outlines various administrative provisions related to tax collection and reporting.

Furthermore, the bill creates the "XX cleanup account" within the special revenue fund, aimed at providing financial resources for environmental cleanup efforts across the state. An advisory commission, known as the XX Advisory Commission, will be established to recommend the appropriate use of funds from this account. The commission will consist of members appointed by legislative leaders and will be responsible for submitting annual reports on their recommendations. Initial appointments to the commission are required by January 15, 2026, with the first meeting to be convened by July 1, 2026, and the first report due by December 15, 2026.
