This bill directs the commissioner of children, youth, and families to conduct a comprehensive statewide needs assessment regarding out-of-school and youth programming for individuals aged 21 and younger. The evaluation will gather data on existing programs, their funding, and the demographics they serve, as well as a financial assessment of public programs and financing mechanisms. The commissioner is required to engage with various stakeholders, including youth, families, program providers, and experts, to identify barriers to access and provide recommendations for improving the quality and availability of these programs.
Additionally, the bill mandates that the commissioner submit a report by February 15, 2026, detailing the findings from the evaluation and community engagement process, along with finance and policy recommendations aimed at enhancing access to quality out-of-school and youth programming. To support this initiative, a one-time appropriation from the general fund is allocated for fiscal year 2026 to fund the evaluation and report.
