The bill appropriates $35,000,000 from the bond proceeds account in the trunk highway fund to the Minnesota Commissioner of Transportation for the design, engineering, environmental analysis, land acquisition, and construction necessary to convert marked U.S. Highway 10 into a freeway in Sherburne County. This project will extend from Sherburne County State-Aid Highway 8 (15th Avenue SE in St. Cloud) to marked Trunk Highway 24 (Main Avenue) and County State-Aid Highway 6 (Center Street in Clear Lake). The funding is specifically allocated for Phase 1 of the project, which includes the construction of an interchange at the intersection of U.S. Highway 10 and 15th Avenue SE, along with other improvements in the area. Any unspent funds from this appropriation will be available for future trunk highway improvements in Phase 2 of the project.

To finance this appropriation, the bill authorizes the Commissioner of Management and Budget to sell and issue state bonds up to the amount of $35,000,000. The bonds will be sold in accordance with Minnesota Statutes and the Minnesota Constitution, with the proceeds, excluding accrued interest and any premiums, deposited into the bond proceeds account in the trunk highway fund. The bill also states that it will take effect the day after it is enacted.
