This bill appropriates $35,000,000 from the bond proceeds account in the trunk highway fund to the Minnesota Department of Transportation for the design, engineering, environmental analysis, land acquisition, and construction necessary to convert marked U.S. Highway 10 into a freeway in Sherburne County. The project will specifically cover the area from Sherburne County State-Aid Highway 8 (15th Avenue SE in St. Cloud) to marked Trunk Highway 24 (Main Avenue) and County State-Aid Highway 6 (Center Street in Clear Lake). The initial phase of the project includes the construction of an interchange at the intersection of U.S. Highway 10 and 15th Avenue SE, along with other improvements in the vicinity. Any unspent funds from this appropriation will be available for future trunk highway improvements related to Phase 2 of the project.

To finance this appropriation, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the amount of $35,000,000. The bonds will be sold in accordance with Minnesota Statutes and the Minnesota Constitution, with the proceeds, excluding accrued interest and any premiums, deposited into the bond proceeds account in the trunk highway fund. The bill stipulates that it will take effect the day after it is enacted.
