The evaluation will encompass an analysis of existing state, county, and city programs that provide enrichment activities, including details on funding and the demographics served. Additionally, the commissioner is required to engage with various stakeholders, including youth, families, program providers, and subject-matter experts, to identify barriers to access and to formulate recommendations for enhancing the quality and availability of these programs.

Furthermore, the bill mandates that the commissioner submit a report by February 15, 2026, to the relevant legislative committees, detailing the findings from the evaluation and community engagement process, along with finance and policy recommendations aimed at improving access to quality out-of-school and youth programming. To support this initiative, a one-time appropriation from the general fund is allocated for fiscal year 2026 to fund the evaluation and report.
