This bill appropriates a total of $29,800,000 from the bond proceeds fund for capital improvements related to public water access, boating facilities, and state fish hatcheries in Minnesota. Specifically, it allocates $12,000,000 for enhancements to state-owned public water access and boating facilities, and $17,800,000 for improvements at state-owned fish hatcheries. The bill also allows for the use of up to $3,000,000 of the fish hatchery funds for planning, design, and land acquisition for a replacement facility for the St. Paul fish hatchery, which must be located in the seven-county metropolitan area and designed for research and education purposes.

To finance these appropriations, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the respective amounts of $12,000,000 and $17,800,000. The bond sales will be conducted in accordance with existing Minnesota statutes and constitutional provisions. The effective date for both sections of the bill is set for the day following final enactment.
