The bill directs the commissioner of corrections to issue a grant to a qualified nongovernmental organization aimed at providing inmates and justice-impacted individuals with virtue-based education, mentoring, support services, and employment services. By September 1, 2025, the commissioner is required to issue a request for proposals to identify suitable organizations, and by December 1, 2025, a $500,000 grant will be awarded to the most qualified applicant.

Additionally, the bill appropriates $500,000 for fiscal years 2026 and 2027 from the general fund to support these supplemental services. This funding is intended to enhance the resources available for the rehabilitation and reintegration of individuals affected by the justice system, thereby promoting better outcomes for inmates and justice-impacted individuals.
