The bill proposes an appropriation of $4,500,000 from the bond proceeds account in the trunk highway fund to the Minnesota Department of Transportation. This funding is designated for the planning, design, environmental review, engineering, and right-of-way acquisition necessary for the reconstruction of the interchange at Interstate Highway 35 and Scott County State-Aid Highway 2.

Additionally, the bill authorizes the sale and issuance of state bonds by the commissioner of management and budget to raise the appropriated funds. The bonds will be sold in an amount up to $4,500,000, following the guidelines set forth in Minnesota Statutes and the state constitution. The proceeds from the bond sale, excluding any accrued interest and premiums, will be deposited back into the bond proceeds account in the trunk highway fund. The provisions of this bill will take effect the day after it is enacted.
