This bill mandates that health plans in Minnesota provide coverage for nonopioid and nonpharmacologic pain management alternatives. Specifically, it requires health plans to cover at least two alternative prescription drugs that are not classified as Schedule I, II, or III controlled substances, as well as a minimum of three nonpharmacologic, nonoperative modalities for pain management. Additionally, the bill prohibits health plans from favoring opioids in their coverage and access policies, and it restricts the use of utilization controls for nonopioid treatments to ensure they are not more stringent than those applied to opioid medications.

Furthermore, the bill requires health plan companies to distribute educational materials annually to both in-network healthcare providers and enrollees about the available pain treatment options. These materials must also be made publicly accessible on the health plan company's website. The provisions of this bill will take effect on January 1, 2026, applying to health plans that are offered, issued, or renewed after that date.
