The bill appropriates $2,500,000 from the general fund for fiscal year 2026 to support capital improvements for Lutheran Social Service in St. Paul. The funds are designated for a grant to the organization to design, construct, renovate, and equip an existing service site located at 709 University Avenue West. The improvements will focus on enhancing accessibility and modernizing facilities, as well as expanding transitional housing units for youth and parenting youth facing housing instability. Additionally, the funding will support the expansion of a therapeutic preschool and improvements to office spaces that provide employment services, financial counseling, housing services, and behavioral health services.

This appropriation is a one-time allocation and will remain available until the project is either completed or abandoned, in accordance with Minnesota Statutes, section 16A.642.
