This bill mandates the Department of Public Safety to establish and operate road skills examination stations for class D drivers' licenses in cities with populations exceeding 70,000. It amends Minnesota Statutes 2024, section 171.13, by adding a new subdivision (Subd. 8a) that specifies the requirement for these examination locations, which must be maintained in accordance with the population criteria set by the Minnesota State Demographic Center. The new provisions will take effect on August 1, 2025, and will apply to examination stations opened after that date.

Additionally, the bill includes an appropriation for funding the development and establishment of these new examination stations. The allocated funds will be sourced from the driver and vehicle services operating account in the special revenue fund and are designated specifically for research, purchase, and development of suitable locations in specified cities, as well as for covering operating costs associated with the new examination stations. Existing road skills examination stations will not be funded by this appropriation.
