This bill mandates the Department of Public Safety to establish and operate road skills examination stations for class D drivers' licenses in cities with populations exceeding 70,000. It amends Minnesota Statutes 2024, section 171.13, by adding a new subdivision (Subd. 8a) that specifies the requirement for these examination locations, which must be maintained despite existing locations. The new stations are to be operational by August 1, 2025, and will cater specifically to the identified cities as determined by the Minnesota State Demographic Center.

Additionally, the bill includes an appropriation for funding the development and establishment of these new examination stations. The allocated funds will be sourced from the driver and vehicle services operating account in the special revenue fund and are designated for research, purchase, and development of suitable locations in specific cities, as well as for covering operating costs associated with the new examination stations. Existing examination stations will not be funded by this appropriation.
