This bill amends Minnesota Statutes 2024, section 256I.05, by adding a new subdivision that establishes a supplementary rate for certain housing support facilities. Starting July 1, 2025, agencies will be required to negotiate this supplementary rate for housing support providers that operate indoor communities with low barriers to access. These communities must consist of individual secure, private dwellings for individuals experiencing unsheltered homelessness who have complex health needs, including substance use disorders and serious mental illnesses. The facilities must also provide 24-hour supervision and support services, with specific requirements for the number of beds and locations.
The supplementary rate negotiated will not exceed $975 per month and will include any inflationary adjustments authorized by legislation. This new provision aims to enhance support for vulnerable populations by ensuring that facilities catering to individuals with complex health needs receive adequate financial resources to maintain their operations and provide necessary services.
