This bill aims to enhance public safety by mandating the collection and reporting of detailed information on criminal cases in Minnesota. It introduces new legal language under Minnesota Statutes, chapter 609, specifically section 609.016, which outlines the types of information that criminal justice officials and entities must collect regarding jail detainees, criminal defendants, formal charges, bail or bond pretrial releases, criminal cases, and sentencing. The Bureau of Criminal Apprehension will serve as the repository for this information, which must be reported in a uniform format. Additionally, the Sentencing Guidelines Commission will oversee the data collection process, provide guidance on necessary data analysis, and produce an annual report summarizing the findings.

Furthermore, the bill requires the creation of an interactive public dashboard by July 1, 2030, to make the collected information accessible to the public, researchers, and other interested parties. To support the implementation of these provisions, the bill appropriates funds from the general fund for fiscal years 2026 and 2027 to the Sentencing Guidelines Commission and the commissioner of public safety. These funds will be used for grants to criminal justice officials for staffing and system updates, as well as for a nonprofit organization to analyze the collected data.
