The bill appropriates $3,000,000 from the bond proceeds fund to the commissioner of employment and economic development for a grant to the city of Slayton. This funding is designated for the design, construction, furnishing, and equipping of a child care facility. The city is permitted to enter into a lease or management agreement for the operation of the facility, and the grant is exempt from certain provisions of Minnesota Statutes, specifically sections 116J.417, subdivisions 6 and 8.

Additionally, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to $3,000,000 to provide the necessary funds for the appropriation. The bond sale will be conducted in accordance with the relevant Minnesota Statutes and the Minnesota Constitution. The provisions of this bill will take effect the day following its final enactment.
