This bill amends Minnesota Statutes 2024, section 256I.05, by adding a new subdivision that establishes a supplementary rate for certain housing support facilities. Specifically, starting July 1, 2025, agencies will be required to negotiate a supplementary rate for housing support providers that operate indoor communities with low barriers to access. These communities must consist of individual secure, private dwellings for individuals experiencing unsheltered homelessness who have complex health needs, including substance use disorders and serious mental illnesses. The facilities must provide 24-hour supervision and support services, with specific requirements for the number of beds and locations.

The supplementary rate negotiated under this new provision is capped at $975 per month, which includes any inflationary adjustments authorized by legislation. This initiative aims to enhance support for vulnerable populations by ensuring that housing providers can receive adequate funding to meet the needs of individuals with complex health challenges.
