The bill appropriates $9,700,000 from the bond proceeds fund to the Public Facilities Authority for a grant aimed at the West Central Regional Water System project. This funding will be allocated to Norman County, Clay County, Polk County, or any combination of two of these counties to acquire land and to predesign, design, engineer, and construct necessary facilities and infrastructure for Phase 1 of the project. This includes the development of a trunk transmission pipeline and associated water infrastructure to deliver potable water to the cities within these counties.
Additionally, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the amount of $9,700,000 to provide the necessary funding. The provisions for the bond sale will follow the guidelines set forth in Minnesota Statutes and the Minnesota Constitution. The bill will take effect the day after it is enacted.
