The bill appropriates $9,700,000 from the bond proceeds fund to the Public Facilities Authority for a grant aimed at the West Central Regional Water System project. This funding is designated for Norman County, Clay County, Polk County, or any combination of two of these counties, to acquire land and to predesign, design, engineer, and construct necessary facilities and infrastructure for Phase 1 of the project. This includes the development of a trunk transmission pipeline and associated water infrastructure to deliver potable water to the cities within these counties.

To finance this appropriation, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the amount of $9,700,000, following the procedures outlined in Minnesota Statutes and the Minnesota Constitution.
