The bill appropriates $9,700,000 from the bond proceeds fund to the Public Facilities Authority for a grant aimed at the West Central Regional Water System project. This funding is designated for Norman County, Clay County, Polk County, or any combination of two of these counties, to acquire land and to predesign, design, engineer, and construct necessary facilities and infrastructure for Phase 1 of the project. To finance this appropriation, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the amount of $9,700,000, following the procedures outlined in Minnesota Statutes and the Minnesota Constitution. The effective date of this section is set for the day following its final enactment.
