The bill amends the Minnesota Rehabilitation and Reinvestment Act by expanding the list of individuals who are ineligible for earned incentive release credit. Specifically, it adds individuals serving sentences for second degree murder, third degree murder, first degree manslaughter, and second degree manslaughter to the existing categories of ineligible persons. The current law already includes those serving life sentences and those given indeterminate sentences for crimes committed on or before April 30, 1980, as well as individuals subject to good time laws.
Additionally, the bill clarifies that these amendments will take effect the day following final enactment. The changes are reflected in the amendments to Minnesota Statutes 2024, sections 244.45 and 244.46, subdivision 4, where the new language is inserted to specify the additional categories of ineligibility while removing the previous language that referenced good time laws.
