This bill establishes a pilot program aimed at developing and implementing an experiential training regime for state managerial employees in specific departments, including Corrections, Human Services, and Transportation. The experiential training regime is defined as a systematic approach that allows managers to gain a deep understanding of their roles by performing the duties of the positions they oversee. The commissioner of management and budget is tasked with contracting a private business consulting service to assist in this initiative, without the requirement to demonstrate that existing staff are unavailable for this work.

The pilot programs will focus on managerial positions that oversee employees in correctional institutions, group homes, and road and bridge construction. The consulting service will be responsible for creating training materials, implementing the training regime, identifying additional managerial positions that could benefit from similar training, and reporting the results of the pilot projects. The bill also includes an appropriation of funds from the general fund for the commissioner of management and budget to facilitate the contract for these services. The pilot projects are to be completed by July 1, 2026, with reports due by August 1, 2026, and implementation of the training plans by January 1, 2027.
