The bill amends Minnesota Statutes 2024, section 297H.13, subdivision 2, to increase the dedication of funds to the environmental fund and the resource management account. Specifically, it changes the allocation of revenues from solid waste management taxes. Previously, three percent of the amounts remitted under this chapter were allocated to the environmental fund starting in fiscal year 2024. The new provisions replace this with a tiered increase in allocations: seven percent in fiscal year 2026, 20 percent in fiscal year 2027, and 30 percent in fiscal year 2028 and beyond.

Additionally, the bill clarifies that the remainder of the funds, through fiscal year 2027, will be appropriated to the commissioner of the Pollution Control Agency for distribution to counties for specific waste management purposes. The effective date for these changes is set for July 1, 2025.
