This bill appropriates $13,000,000 from the bond proceeds fund to the Public Facilities Authority for a grant to the city of Bloomington. The funds are designated for the design, construction, and equipping of sanitary sewer improvements aimed at addressing increased capacity needs in north central Bloomington, specifically in the Penn American District.

Additionally, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the same amount to finance the appropriated funds. The provisions for the bond sale will follow the guidelines set forth in Minnesota Statutes and the Minnesota Constitution. The bill will take effect the day after it is enacted.
