This bill aims to enhance consumer protection by requiring social media platforms to implement mental health warning labels and timer notifications. Specifically, it mandates that each time a user accesses a social media platform, a conspicuous mental health warning label must appear, informing users of potential negative mental health impacts and providing resources, including contact information for a national suicide prevention hotline. The warning label must remain visible until the user either exits the platform or acknowledges the risks. Additionally, social media platforms are required to display a pop-up notification every 30 minutes of active use, informing users of their usage time, which can be customized or deactivated by the user.

The bill also amends Minnesota Statutes 2024, section 325M.34, to include enforcement provisions for violations of the new requirements. The attorney general is granted the authority to investigate and take action against social media platforms that fail to comply with these regulations. The effective date for these provisions is set for July 1, 2025.
