The bill also includes provisions for the transfer of these special plates to other vehicles owned by the individual, a transfer fee, and stipulates that fees collected will be credited to the driver and vehicle services operating account. Furthermore, it grants the commissioner the authority to adopt rules governing the issuance and use of these special plates. The effective date for this legislation is set for January 1, 2026, applying to plates issued on or after that date.
