This bill amends Minnesota Statutes 2024, section 115A.06, subdivision 2, by introducing new provisions that restrict the commissioner from adopting rules that apply exclusively to certain types of solid waste disposal facilities. Specifically, the bill prohibits the commissioner from implementing rules that govern facilities accepting only construction and demolition debris, incidental nonrecyclable packaging, or industrial waste limited to materials such as wood, concrete, porcelain fixtures, shingles, or window glass from the manufacture of construction materials.
Additionally, the bill clarifies that the rules must be established in accordance with chapter 14, but the new restrictions take precedence over any other provisions of law. The effective date of this section is set for the day following final enactment, applying to any proposed or adopted rule that is not yet effective as of that date.
