This bill amends Minnesota Statutes 2024, section 115A.06, subdivision 2, by introducing new provisions that restrict the commissioner from adopting rules that apply exclusively to certain types of solid waste disposal facilities. Specifically, the bill prohibits the commissioner from implementing rules that govern facilities accepting only construction and demolition debris, incidental nonrecyclable packaging, or industrial waste limited to materials such as wood, concrete, porcelain fixtures, shingles, or window glass resulting from the manufacture of construction materials.

Additionally, the bill clarifies that the commissioner must still adopt rules in accordance with chapter 14 to govern the agency's activities and implement the chapter overall. The new provisions will take effect the day following final enactment and will apply to any proposed or adopted rules that are not yet effective as of that date.
