This bill aims to enhance consumer protection by requiring social media platforms to implement mental health warning labels and timer notifications. Specifically, it mandates that each time a user accesses a social media platform, a conspicuous mental health warning label must appear, informing users of potential negative mental health impacts and providing resources such as the national suicide prevention hotline. The warning label must remain visible until the user either exits the platform or acknowledges the risks. Additionally, social media platforms are prohibited from hiding this warning in terms and conditions or allowing users to disable it, except under specified circumstances.
Furthermore, the bill requires social media platforms to display a pop-up notification every 30 minutes of active use, informing users of their usage time and total daily usage. Users may have the option to deactivate or customize the notification period, with a maximum limit of 60 minutes. The bill amends Minnesota Statutes 2024, section 325M.34, to include enforcement provisions for violations of these new requirements. Both sections of the bill are set to take effect on July 1, 2025.
