This bill appropriates $5,700,000 from the bond proceeds fund to the commissioner of employment and economic development for a grant to the city of St. Paul. The funds are designated for the predesign, design, and construction of a new facility at the Jimmy Lee Recreation Center, aimed at serving the Rondo community. This appropriation is subject to Minnesota Statutes, section 16A.695.

To finance this appropriation, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the amount of $5,700,000, following the procedures outlined in Minnesota Statutes, sections 16A.631 to 16A.675, and in accordance with the Minnesota Constitution, article XI, sections 4 to 7.
