This bill establishes the Melissa and Mark Hortman Memorial State Park working group, which is tasked with developing recommendations for the creation of a state park in the Capitol Area of Minnesota. The working group will consist of various members, including representatives from the governor's office, the Department of Administration, the Department of Natural Resources, the Minnesota Historical Society, and the Capitol Area Architectural and Planning Board, among others. Appointments to the group must be submitted by July 15, 2026, and the group is required to elect a chair during its first meeting. The working group will meet regularly to formulate recommendations, which will include identifying roles and responsibilities for park administration and funding strategies.

Additionally, the bill mandates that the working group submit a written report containing its recommendations by February 1, 2027, to the relevant legislative committees. The report may include draft legislation necessary for implementing the recommendations. The working group will dissolve on March 15, 2027, or upon submission of the report, whichever comes later. The bill also appropriates $86,000 from the general fund for the administrative costs associated with the working group for fiscal year 2027.
