This bill amends Minnesota Statutes to modify the reporting requirements related to teacher shortages. It defines "shortage area" to include not only licensure fields and economic development regions reported by the Professional Educator Licensing and Standards Board but also mandates the inclusion of the number of assignments that school districts are unable to fill with licensed teachers by November 1 of every even-numbered year. Additionally, the bill requires the Professional Educator Licensing and Standards Board to submit a comprehensive supply and demand report to the education committees of the legislature by November 1, 2025, and every even-numbered year thereafter. This report will include various data points such as retirement patterns, teacher diversity, and specific shortages in licensure fields and economic regions.
Furthermore, the bill introduces a new requirement for the Professional Educator Licensing and Standards Board to include detailed information in the supply and demand report by February 1, 2026. This information will cover the number of teacher openings by school district in specific fields such as English as a second language, early childhood, special education, career and technical education, science, technology, engineering, arts, and math, and world languages. It will also detail the number of teachers hired at each license tier level and the number of assignments that school districts were unable to fill with licensed teachers. The effective date for these changes is set for July 1, 2025, with the report requirements taking effect the day following final enactment.
