The bill appropriates $9,000,000 from the general fund to the commissioner of commerce for a grant to the Midwest Renewable Energy Tracking System. This funding is designated for the development of technology that facilitates the trading of ammonia, hydrogen, and renewable energy certificates.

Additionally, the bill establishes reporting requirements for entities receiving the grant. From January 1, 2026, to January 1, 2030, these entities must submit detailed reports to the Legislative Auditor on how the grant funds were utilized. Following this period, from January 1, 2030, to January 1, 2035, they are required to report to the commissioners of commerce and agriculture on the issuance of green ammonia certificates in Minnesota resulting from the grant.
