This bill mandates a comprehensive study on the environmental impacts of artificial intelligence (AI) in Minnesota, to be conducted by the commissioner of the Pollution Control Agency. By January 1, 2027, the commissioner is required to submit a detailed report to relevant legislative committees. The report will assess various aspects of AI, including energy consumption, pollution throughout the lifecycle of AI models and hardware, and the environmental effects of data centers. It will also identify both positive and negative environmental impacts associated with AI applications, as well as any disparate impacts on different communities.

Additionally, the bill includes an appropriation of funds from the general fund for fiscal year 2026 to support the study and report preparation. The commissioner is instructed to engage with stakeholders and the public during the study process to ensure a comprehensive understanding of the environmental implications of AI technologies.
