The bill appropriates $14,915,000 from the bond proceeds fund to the commissioner of employment and economic development for a grant to the city of Wayzata. This funding is designated for the acquisition of real property and the design, construction, furnishing, and equipping of the final phase of Wayzata's downtown lakefront restoration. Key components of the project include the construction of an eco park, restoration of the historic Section Foreman House and Wayzata Depot site, improvements to the lake edge on Lake Minnetonka, enhancements to Wayzata Beach and Klapprich Park, and the design of new public safety facilities to serve the downtown lakefront and community park improvements. This appropriation is in addition to previous funding allocated for the project in 2020.

To finance this appropriation, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the amount of $14,915,000, following the procedures outlined in Minnesota Statutes and the Minnesota Constitution. The effective date of this section is the day following its final enactment.
