This bill appropriates $21,208,000 from the bond proceeds fund to the Public Facilities Authority for a grant to the city of Duluth. The funds are designated for the design and construction of capital improvements at the Lakewood water treatment plant, which include the rehabilitation of the granular infiltration system, roof repairs, and enhancements to water reservoirs and pump stations to support ongoing operations.

Additionally, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the amount appropriated to finance these improvements. The provisions for the bond sale will follow the guidelines set forth in Minnesota Statutes and the Minnesota Constitution. The effective date of this section is the day following its final enactment.
