This bill establishes a Developmental Delay Age Limit Working Group within the Minnesota Department of Education. The purpose of the working group is to evaluate the current law that restricts children over the age of six from receiving special education services for developmental delay and to consider the implications of raising the eligibility age to seven. The group will consist of appointed members from various educational organizations, including representatives from Minnesota Administrators for Special Education, the Professional Educator Licensing and Standards Board, and the PACER Center, among others.
The working group is required to meet regularly and will report its findings and recommendations to the relevant legislative committees by February 1, 2026. The bill outlines administrative provisions, including that the commissioner will convene the initial meeting and provide support as needed, while members will serve without compensation. The working group will dissolve either on February 1, 2026, or upon submission of its report, whichever comes first. The provisions of this bill will take effect the day after final enactment.
