The bill mandates the commissioner of commerce to conduct a comprehensive study on the potential costs, benefits, and impacts of advanced nuclear technology reactor power generation in Minnesota. This study will specifically evaluate how such technology aligns with Minnesota's greenhouse gas emissions reduction goals, affects system costs for ratepayers, impacts system reliability, and influences local jobs and economic development. Additionally, the study will assess necessary modifications to current statutes and administrative rules for the construction and operation of advanced nuclear reactors, as well as the economic feasibility of replacing coal-fired boilers with these reactors.

Furthermore, the bill requires the commissioner to submit the findings of the study to the relevant legislative committees by January 31, 2026. To facilitate this study, the bill appropriates $150,000 from the general fund for fiscal year 2026, designated as a one-time allocation for the commissioner of commerce to conduct the study and prepare the report.
