Additionally, the bill requires counties to conduct diversion studies to assess their behavioral health systems' capacity to divert individuals with mental health issues away from the justice system and into treatment. The civil commitment coordinator will establish guidelines for these studies and report findings to the legislature every two years. The bill includes appropriations for the Civil Commitment Coordinating Division, covering staff, data analytic services, and public awareness campaigns to promote engagement services.
