The bill appropriates $3,500,000 from the bond proceeds fund to the Public Facilities Authority for a grant to the city of Proctor. This funding is designated for the predesign, design, and construction of water, sewer, and electric utility extensions and upgrades along marked Interstate Highway 35, specifically from Ugstad Road to the south side and along the frontage road, as well as utility replacements extending to 2nd Street.
